Services For Families. Our agency offers financial assistance to cover all or a portion of child care costs through subsidy programs. This assistance is available for low income parents, guardians and foster parents in Essex County.
Child Care Professionals. Children need caring adults in their life to help make decisions about their future. Those adults include parents, child care providers, teachers, education administrators, business owners and the community at large. Doe Wraparound is a subsidy program for full time working families and students of preschool children ages three and four placed by the Elizabeth or Plainfield Board of Education in Public Pre-K classrooms.
The Board of Education pays for six hours of education each school day. If eligible the subsidy pays for care before and after the education hours and pays Full-Time care for the summer months of July and August. Community Care Voucher Center is a subsidy program that helps working families and Full-Time students who meet the guidelines mandates by the state, pay for a portion of their child care cost at designated child care centers.

McKinney-Vento Homeless assistance Act is a subsidy program that assists families who lack a fixed regular and adequate nighttime residence. Families that meet all eligibility requirements shall continue to be authorized for a month eligibility period; however, now families shall continue receiving services if they experience one of the following approved temporary change conditions or changes in the family income as outlined below.
Families must continue to follow the basic program requirements for the continued receipt of child care assistance. In other words, a family can voluntarily receive less than months of payments for child care services if the family decides that there is a shorter period of service that more appropriately meets their needs.
Definition of a Temporary Change. A Temporary Change is defined as one of the following conditions and can only last up to three months:.
A time-limited absence from work for an employed parent for periods of family leave or medical leave;. An interruption in work for a seasonal worker who is not working between regular industry work seasons;.
A student holiday or break for a parent participating in training or education;. A reduction in work, training or education hours, as long as the parent is still working or attending a training or education program;.
A cessation of work or attendance at a training or education program. If a family experiences one of the above qualifying temporary changes in circumstances during their eligibility period, they will remain eligible to receive the subsidy for three months. A family may only be granted one temporary change period once during a month eligibility period.
